<P>PROBLEM TO BE SOLVED: To greatly reduce a load of adjusting work at the installation of a friction damper, and to easily adjust a pressure-contact force even after the installation. <P>SOLUTION: This base isolation device includes an isolator, which is interposed in a clearance δ in the vertical direction between an upper structure 3 and a lower structure 1, for base isolation and support of the upper structure 3, and the friction damper 20 which is interposed in parallel with the isolator, and damps horizontal vibration between the structures. The friction damper 20 includes: a friction damping force generation part 21 having a friction face 22a and a sliding face 24a; a spring member 30 which is interposed in series to the friction damping force generation part 21, and generates a resilient force to the friction damping force generation part 21; and a resilient force transmission member 40 which is interposed in series to the friction damping force generation part 21 and the spring member 30, and transmits the resilient force in the vertical direction. The resilient force transmission member 40 fixes a first plate 42 and a second plate 44 with a vertical gap G therebetween, and connects them.
