<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that allows lubricant to be supplied when necessary in the necessary amount, and obtains high quality image while securing highly stable cleaning property, and a process cartridge. <P>SOLUTION: An image forming apparatus includes: an electrophotographic photoreceptor having a photosensitive layer and a surface layer on a conductive support; and lubricant supply means that supplies lubricant to the electrophotographic photoreceptor.
