<P>PROBLEM TO BE SOLVED: To reduce a risk that information concerning biometric authentication is illegally used even if the information is leaked. <P>SOLUTION: A reference information management device 200 stores reference information indicating the characteristics of individual living bodies and reference information identification information in association with each other. A user identification information management device 300 stores user identification information and second confidential information in association with each other. A terminal device 100 transmits biological information indicating the characteristics of individual living bodies and the reference information identification information to the reference information management device 200, and the reference information management device 200 checks reference information associated with the reference information identification information against biological information. When determining that the reference information and the biological information matches with each other, the reference information management device 200 generates matching information by using first confidential information and transmits the matching information to the terminal device 100.
