PROBLEM TO BE SOLVED: To produce a magnetic recording medium capable of reducing surface ruggedness without incurring process damage or an increase in the number of processes.

SOLUTION: The manufacturing method of a magnetic recording medium in which a ferromagnetic recording unit is formed in a desired track pattern or bit pattern on a substrate includes: a process in which, after a ferromagnetic film 44 is formed on the substrate 40, a B thin film 51 is formed in a region for separating the ferromagnetic film 44 between tracks or bits; and a process in which the part of the ferromagnetic film 44 in which the B thin film 51 is formed is non-magnetized to contain 15 at% or more of B by radiating ion to the B thin film 51.
