PROBLEM TO BE SOLVED: To provide a developer for an electrostatic charge image development that suppresses blackening on the first output images after storage under high temperature and humidity for a long period.

SOLUTION: A developer for an electrostatic charge image development includes a carrier and toner; and the dielectric constant ε' is 12 to 22 (both included), and the tanδ is 0.01 to 0.07 (both included) when the density of the toner to the developer is 8 wt%.
