PROBLEM TO BE SOLVED: To highly accurately detect tissues such as blood vessels, or a layer position reduced due to pathological changes such as leucoderma or bleed in OCT tomographic images.

SOLUTION: An image forming apparatus performs image correction to facilitate detection of the layer position of false image regions by determining the false image regions from image characteristics of layer region candidates acquired from the OCT tomographic images or neighboring regions of the layer region candidates.
