<P>PROBLEM TO BE SOLVED: To provide an optical modulator which can employ an optical de-emphasis driving system, and its signal generation method. <P>SOLUTION: An optical modulator 50 comprises a first light guide 58-1 for transmitting a first optical signal whose phase has been modulated by a first phase modulator 52, and a second light guide 58-2 for transmitting a second optical signal whose phase has been modulated by a second phase modulator 54 with smaller length than the first phase modulator.
