PURPOSE: A magnetic substance holding device combining a permanent magnet with an electromagnet is provided to be easily applied to various industrial fields by expanding a module or reducing a size according to the inner size of a device. CONSTITUTION: A first magnet module(57) includes a first yoke(68), a pole piece(63), and a permanent magnet. The first yoke includes a bottom plate(69) and a lateral plate(70) with a holding surface for holding a magnetic element. The pole piece is arranged in the inside of the first yoke. A second magnet module(67) includes an iron core(73), an electromagnet(72), and an electromagnet control device(78) to supply a current to the electromagnet. The electromagnet includes a coil which surrounds an iron core.
