<P>PROBLEM TO BE SOLVED: To provide a phenol resin composition that suppresses foaming during drying and curing even dried and cured at high processing temperature to improve production efficiency of coated abrasives and that has good curability, and a coated abrasive using the phenol resin composition as an adhesive. <P>SOLUTION: The phenol resin composition containing a water soluble resol-type phenol resin (A) and a urethane-based associative thickener (B) is used as an adhesive for fixing abrasive grains on a substrate in production of coated abrasives. Furthermore, as the urethane-based associative thickener (B), suitably a product obtained by the reaction of a polyoxyalkylene with a polyisocyanate is used. The phenol resin composition suppresses foaming even when the processing temperature during drying and curing is raised and has good curability, so that it can be suitably used as an adhesive for coated abrasives.
