<P>PROBLEM TO BE SOLVED: To provide an electromagnetic induction heating type fixing device in which heat generation efficiency of a heat generating member is surely enhanced without making the device larger in size, and to provide an image forming apparatus. <P>SOLUTION: A fixing device comprises: a heat generating member 20 having a heat generating layer 21; an exciting coil 25 which is opposed to an outer circumferential surface of the heat generating member 20 and generates a magnetic flux to heat the heat generating layer 21; a first core 28 opposed to the outer circumferential surface of the heat generating member 20 in a circumferential direction with the exciting coil 25 in between; and a plurality of second cores 29A to 29D facing closer to the outer circumferential surface of the heat generating member 20 than the first core 28, and being extended in a width direction.
