The element has pipes (2-4) running next to each other along a support web in a meander-like manner, where heating agents or coolants flow through the pipes in a flow direction. The support web includes a fabric mat i.e. grid fabric mat (1), and/or a flexible casting compound layer embedded in the pipes. A decoupling fleece of the support web is arranged on a side of the support web turned away from the pipes. The pipes are fastened to the grid fabric mat by clamps (5). The pipes cross a web center line (6) in opposite directions.
