<P>PROBLEM TO BE SOLVED: To improve communication quality by reducing interference of an added base station with other stations. <P>SOLUTION: A mobile communication system includes a first base station, a second base station within the range of reception of signals transmitted from the first base station, and a host apparatus for managing the base stations. The host apparatus includes: means for notifying spreading codes to the respective base stations; means for identifying the first base station about the second base station by locations of the base stations; means for calculating timing of transmitting a radio signal from the second base station according to information indicating a delay in radio signal arrival between the base stations, and notifying the timing to the second base station; and means for calculating a maximum transmission power of transmitting a radio signal from the second base station according to information on the received power of a radio signal from the first base station spreading-coded at the second base station, and notifying the power to the second base station.
