Disclosed is an inter-cell interference coordination simulation method and a device therefor comprising: differentiating user equipment (UE) belonging to cell-center users and UEs belonging to cell-edge users; identifying a neighboring cell for inter-cell interference coordination with the present cell; determining, according to the preset value of the relative narrowband Tx power indicator and neighboring cell information, the priority of the physical resource blocks of all UEs participating in the inter-cell interference coordination; scheduling resources for power distribution control according to the priority of the physical resource blocks; setting the present cell's actual relative narrowband Tx power indicator according to the scheduling status, and notifying the neighboring cell of same. The present invention simulates and achieves downlink semi-static inter-cell interference coordination on a static planning simulation platform that cannot simulate information exchange through an X2 interface.
