PURPOSE: A carrier tape manufacturing apparatus and method are provided to prevent the side walls of concave parts from being inclined and deformed because the lateral sides of the rearmost comb tooth contact the side walls of the concave parts. CONSTITUTION: A carrier tape manufacturing apparatus comprises first and second frames. The first frame includes a punch(21) which forms a plurality of concave part for receiving electronic components on one side of a base material, which is arranged in the second frame. The second frame is fitted into the first frame to compress the base material. The punch has a plurality of comb teeth(26) aligned in a line, wherein the rearmost comb tooth(26e) in the relative moving direction of the punch to the transfer direction of the base material has a base material compression surface with a smaller area than the other comb teeth(26a-26d).
