PURPOSE: A method and a device for inducing a descending air current are provided to continue a descending air current by opening an air path to external environment. CONSTITUTION: A device for inducing a descending air current comprises an air path, an insulation layer(10), and a capillary tube bundle(30). The air path is arranged on the ground. The top and bottom ends of the air path are opened so that external or internal air can freely flow. The insulation layer surrounds the air path and cuts off heat conduction. The capillary tube bundle transfers water from the bottom to top of the air path.
