PURPOSE: An optical coherent receiver and an optical signal processing method are provided to accurately estimate a frequency, thereby preventing influences of a distorted phase occurring an RZ pulse cover and compensating for the distorted phase. CONSTITUTION: A frequency offset compensating unit(370) estimates a frequency offset about at least one of even samples and odd samples which are inputted from a polarization demultiplexer. The frequency offset compensating unit compensates for the frequency offset of the even samples and odd samples using the estimated frequency offset. A cover distortion compensating unit(390) compensates for distorted phases of the samples whose frequency offsets are compensated for. The distorted phase is generated from a light transferring device.
