PURPOSE: A device for activating a component carrier in a multi component carrier system and a method thereof are provided to initialize activation/deactivation of an uplink CC(Component Carrier) connected to a downlink CC. CONSTITUTION: A terminal receives CC setup information about a first uplink CC from a base station(S1000). The first uplink CC is connected to the first downlink CC corresponding to a sub serving cell of a terminal. The terminal sets the first uplink CC based on the CC setup information(S1005). The terminal activates an initial state of the first uplink CC according to an activation state of the first downlink CC(S1015).
