PURPOSE: A controller and a method for filtering a pulse signal of the controller are provided to prevent malfunction of a power plant by removing a noise of a pulse signal. CONSTITUTION: A pulse signal receiver(200) receives an input pulse signal. A signal generator(212) generates a reference pulse signal by delaying time. A signal output unit(214) outputs a value of an input pulse signal as an output pulse signal. An operating unit(220) measures sampling or cycle of the output pulse signal. A counter(230) counts the number of pulses of the output pulse signal.
