PURPOSE: A manufacturing method of water-permeable block using non-sintered cement and a water-permeable block are provided to prevent environmental contamination and save manufacturing cost of a permeable block. CONSTITUTION: A manufacturing method of water-permeable block using non-sintered cement comprises the following steps: injecting mixture for sub-layer which includes aggregate and powder composition for water-permeable block into a sub mold(1); combining an upper mold(3) which has a protruded part with the sub mold and forming water permeable paths(42) in the mixture for sub-layer; laminating mixture for upper-layer which includes sand, red clay, and petro foam extracts on top of the mixture for sub-layer; combining the upper mold and the sub mold in order to connect the water permeable paths with water permeable holes(44); and dry curing half-finished water-permeable block.
