The present invention relates to a tubular cosmetic container with a rotary open and shut-type brush, and the invention enables: cosmetics to be discharged with only the action of turning a rotary cap in an open and shut manner, thereby preventing the cosmetics from leaking even though the tubular container is unexpectedly pressed during use or while in storage; a sealed cap and the rotary cap to have tightly fixed maximum rising/falling positions via a spiral groove; and rising/falling operations to be performed in a smooth manner. |
