[Problem] To develop a power-generating device that converts vibrations produced by the up-and-down motion of the wheels of a vehicle traveling on land into electricity and charges a battery with the power that is generated, and to resolve problems associated with coping with the installation environment and cost effectiveness of the device, and problems associated with charging a battery to be charged. [Solution] In order to resolve these problems, the present invention involves: developing a generator in which a plurality of coils and permanent magnets are fitted between the body and wheels of a traveling vehicle at positions facing each other, either the coils or the permanent magnets are made to slide up and down due to the up-and-down motion of the wheels, thereby generating electricity under Fleming's right-hand rule; and charging a battery to be charged by accumulating the generated electricity and using a backup power source. When used under severe conditions such as in trucks, the power-generating device is used in an auxiliary sliding role.
