<P>PROBLEM TO BE SOLVED: To prevent control which a user does not intend to a communication terminal by a non-contact device having malicious intent. <P>SOLUTION: In a business server 120, information specifying the non-contact device is held. An execution determining portion 111 decides execution propriety of control to the communication terminal 10 based on whether unit ID of the non-contact device, which is included in a control signal received by the communication terminal 10, is stored in the business server 120 or not. If the non-contact device is replaced with an illegal device or the like by a third person with the malicious intent, information on the replaced illegal device is not stored in the business server 120. Thus, the execution of control is determined to be stopped.
