PROBLEM TO BE SOLVED: To provide a use restriction apparatus realizing a content rental service which requires less cost than the existing apparatus and is more user-friendly.

SOLUTION: A use restriction apparatus 30 is provided with a quantity restriction unit 32. When the quantity of contents distributed from a content distribution server 200 and recorded on an information recording medium (such as an optical disk 100) reaches the upper limit of an available range of the contents determined according to the rental condition of the rental service, the quantity restriction unit 32 restricts recording of the contents onto the information recording medium by a recording and reproducing device 1. Accordingly, the use restriction apparatus 30 is capable of realizing the content rental service which requires less cost than the existing apparatus and is more user-friendly.
