<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus that determines the importance of each of cluster color information by clustering pixels in an input image, and performs color conversion for toner saving based on the importance, thereby effectively reducing the toner consumption while suppressing the reduction of image quality. <P>SOLUTION: A clustering part 101 classifies an input image into clusters, and a reduction rate determination part 102 determines the toner reduction rate according to the importance of each of cluster color information.
