<P>PROBLEM TO BE SOLVED: To calculate similarity among users accurately and with a small amount of calculation. <P>SOLUTION: A usage frequency correlation information storage unit stores a between-user inner product value that is an inner product of a usage frequency value that is a value indicating a usage frequency of each content of any two persons among users on the basis of usage information received by a predefined point in time. A correction value calculation unit calculates a corrected inner product indicating a change amount of the between-user inner product value of the two users since a predefined point in time on the basis of usage information received after the predefined time.
