<P>PROBLEM TO BE SOLVED: To provide a depth data generation device and the like capable of generating a video signal of a pseudo stereoscopic image of higher accuracy from a video signal of a non-stereoscopic image without increasing a storage capacity. <P>SOLUTION: A color frequency detection unit 11 defines an angle range in a rotation direction whose center is the intersection of an X axis and a Y axis in a color difference plane as one color axis range, sets plural color axis ranges, and detects a color frequency indicating the appearance frequency of each pixel in each field or each frame of a video signal of a non-stereoscopic image included in each color axis range. A data processing unit 12 calculates a shift limit to be a limit of a shift amount in a shift amount characteristic set for each color axis range based on the color frequency, and sets the shift limit to the shift amount characteristic.
