PROBLEM TO BE SOLVED: To provide a protective layer forming device and others that can suppress stains on an image carrier, and stably supply required amount of protectant to the image carrier for a long period under a practical pressing force.

SOLUTION: A protective layer forming device 18 includes: a protectant block 13 that is formed by compression molding and contains a fatty acid metal salt; a core material that chips protectant off of the protectant block 13 to supply the protectant to the surface of an image carrier 11; and a roller-shaped protectant supply member 14 that has a foam layer formed around the outer periphery of the core material.
