PROBLEM TO BE SOLVED: To provide a PON applying an FEC with small latency which can utilize a band effectively.

SOLUTION: The invention relates to a PON in which an OLT and a plurality of ONUs are connected through an optical coupler and an FEC arranging a parity for every prescribed unit is applied. The ONU properly inserts data having a small data amount in the latter half part of an FEC prescribed unit containing a REPORT frame which reports a transmission request amount. When the data is inserted in the latter half part of the FEC prescribed unit containing the REPORT frame, the data amount of the data is made not to be reflected in the transmission request amount.
