<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that suppresses the generation of UFP (ultrafine particles) from a fixing device in use as a product, and a manufacturing method of the image forming apparatus. <P>SOLUTION: A control part 200 of an image forming apparatus 1 has a normal fixing temperature control mode and an ultrafine particle generation temperature control mode. The ultrafine particle generation temperature control mode has a heating state for holding the surface temperature of a fixing roller 20 at an ultrafine particle control upper limit temperature that is 10°C or more higher than a fixing upper limit temperature, and a heating halt state for halting the heating of the fixing roller 20.
