<P>PROBLEM TO BE SOLVED: To provide an electromagnetic induction heating type fixing device which efficiently and certainly suppress an excessive temperature rise in a paper non-passing area of a heating member even if small-sized paper is successively made to pass, requires a comparatively inexpensive manufacturing cost, and reduces the enlargement of a device; and an image forming device. <P>SOLUTION: A fixing device comprises an exciting coil which generates a magnetic flux to induction-heat a heating layer of a heating member, and a demagnetization coil 26 which opposes to the exciting coil and generates a magnetic flux in a direction canceling the magnetic flux generated by the exciting coil, at a part in a width direction.
