<P>PROBLEM TO BE SOLVED: To improve reliability of a decoding result of a bar code without increasing processing load and processing time. <P>SOLUTION: A surface of a record carrier 150 is read by an imaging part 120 and is stored in an image memory 130, while the record carrier 150 is conveyed by a conveying mechanism 110. A scan line setting part 142 sets a plurality of scan lines 211-215 to image data of a bar code 151, and a decoding processing part 143 decodes the bar code by using the image data corresponding to the scan lines 211-215. A scan line evaluation part 144 calculates reading reliability from the image data corresponding to the scan lines 211-215. By using the reading reliability, the scan line with highest reliability is evaluated.
