<P>PROBLEM TO BE SOLVED: To provide a technology which allows an more accurate recognition in comparison with the conventional structure, even when a background is complicated. <P>SOLUTION: An information processor detects a region other than a background area within an image by detecting the background area from the image and extracts multiple partial areas from the image. It sets multiple local areas to each of the multiple partial areas, selects local areas including the area other than the background area from the multiple local areas based on the detection result, and calculates a local characteristic amount from the selected local areas.
