<P>PROBLEM TO BE SOLVED: To provide a fining mixing device which is simple in constitution and easy in size reduction, and can be manufactured inexpensively. <P>SOLUTION: The fining mixing device 1 comprises a vibration orifice member 3 in a passage pipe 2 which constitutes a passage 20. The vibration orifice member 3 is formed of a seal ring 4 and a vibration orifice plate 5, sandwiched by an inlet pipe 21 and an outlet pipe 22 which are screwed with each other, and fixed. The vibration orifice plate 5 is composed of a stainless steel disc, and has a concentric circular penetration hole 51 and radial slits 52, 52, ... continued to the penetration hole 51. A mixed fluid in which air and water are mixed in advance flows in from an inlet opening 21a of the inlet pipe 21 of the passage pipe 2, and receives an abrupt contraction operation and a vibration operation when passing the penetration hole 51 of the vibration orifice plate 5 of the vibration orifice member 3.
