<P>PROBLEM TO BE SOLVED: To provide a cutter that minimizes burr to be produced when punching a plastically deformable thin sheet-like body such as a metal foil. <P>SOLUTION: A rotary cutter for punching a workpiece W by cooperation of a punch roll 1 provided with a convex punch 3 and a die roll provided with a concave die 4, allows shear punching with minimum burr by installing an elastic body 6 at an end of the punch comprising a hard material.
