PROBLEM TO BE SOLVED: To provide a setting screen for setting operating conditions for a user apparatus from a separate setting server.

SOLUTION: An operating condition setting system 1 includes: a setting server 200 having a display control section 221 for controlling the display of a setting screen for setting operating conditions based on detection information detecting a state of a user or an environment surrounding the user, an operation information acquisition section 223 for acquiring operation information to the setting screen, and an operating condition decision section 225 for deciding operating conditions according to the operation information; and a user apparatus 100 having a communication section 101 for accessing the setting server via a network, and an operational section 103 operable according to the operating conditions decided by the setting server.
