A membrane electrode assembly (100) is provided with: an electrolyte layer (10), a catalyst layer (20), and a member (15) which is arranged between the electrolyte layer (10) and the catalyst layer (20), and wherein electrolyte has been impregnated. At least part of the peripheral edge section of the member (15) is exposed further to the outer-side than the peripheral edge sections of the electrolyte layer (10) and the catalyst layer (20). Due to this structure the electrolyte layer (10) or the catalyst layer (20) can easily be detached from the member (15), starting from the exposed portion of the member (15). Therefore, the electrolyte layer (10) or the catalyst layer (20) can easily be exchanged.
