The disclosed device for parameter estimation by means of a filter is provided with: a preprocessing calculation means (6) which inputs a discharge current value (I) and a terminal voltage value (V) and converts these by means of a low-pass filter (61) into a voltage preprocessed value (Vp) and a current preprocessed value (Ip); a state estimation means (7) which inputs the voltage preprocessed value and current preprocessed value obtained with said reprocessing calculation means (6) and, on the basis of a battery equivalent circuit model (7A) having a resistor and a capacitor, estimates the parameters of the equation of state of the battery equivalent circuit model (7A); and a charge rate estimation means (9) for estimating the charge rate from the state quantities obtained by said state estimation means (7). The time constant of the low pass filter (61) varies by becoming smaller as the temperature (T) increases, as the degradation level (SOH) increases, and as the charging ratio (SOC) increases.
