<P>PROBLEM TO BE SOLVED: To provide an electrode substrate which can bring about weight saving, flexibility and cost reduction of a CIGS solar cell. <P>SOLUTION: In a substrate 30 for a CIGS solar cell, an alkali silicate membrane layer 21 is formed on a Cu coating layer 12 having a mean thickness of 0.1 μm or more of a Cu coating steel plate 20. As the Cu coating steel plate 20, a Cu plating steel plate or a Cu clad steel plate is exemplified. When flexibility is emphasized in particular, a plate thickness of the Cu coating steel plate 20 including the Cu coating layer 12 is 0.02-2.00 mm.
