PROBLEM TO BE SOLVED: To provide a transparent conductive film including a transparent conductive layer of a sufficiently-small sheet resistance value which can inhibit increase in sheet resistance value even after wet heat condition and bending on its high-versatility flexible base material, its manufacturing method, and a solar cell/electroluminescence element using this transparent conductive film.

SOLUTION: In the transparent conductive film 10, (A) an undercoat layer 12 which comprises a coating material containing a polyorganosiloxane compound and (B) a transparent conductive layer 13 are sequentially-formed on at least one surface of its flexible base material 11.
