PROBLEM TO BE SOLVED: To provide a small-size bubble forming device capable of generating bubble-like liquid having a desired small bubble diameter and a sharp bubble diameter distribution; and to provide a fixing device having the bubble generating device, and an image forming apparatus.

SOLUTION: A thin-layer space is formed from a clearance t formed by disposing a pair of facing members 510 and 520 to face each other, and the thin-layer space is defined as a gas-liquid mixing section 530 that mixes liquid fixer 210 with air to generate bubble-like fixing liquid F. A first plate member 540 that has air grooves 541 aligned in the circumferential whole area and fixing liquid grooves 542 aligned in the circumferential whole area is endlessly provided surrounding the outer periphery part of the facing members 510 and 520. Gas is supplied to the gas-liquid mixing part from communication parts between the air grooves and the gas-liquid mixing part, and the liquid is supplied to the gas-liquid mixing part from communication parts between the fixing liquid grooves and the gas-liquid mixing part.
