PURPOSE: A heat dissipating device for light emitter and a light emitting lamp unit are provided to prevent the efficacy deterioration of a light emitting diode by improving a structure emitting heat from a light emitting lamp unit. CONSTITUTION: An accommodation space receives a luminescent substrate(12). A heating body(20) has a plurality of heat radiation fins. A heat radiation cap(40) has at least one cap ventilation hole which is arranged between heat radiation fins. A fixing plate is formed into a ring shape and is connected to the front end of a housing. A ventilation hole is formed on the fixing plate. The heat radiation cap is comprised of an air guides corresponding to the heat radiation pins.
