<P>PROBLEM TO BE SOLVED: To provide an optical communication device, optical communication method, and optical communication system, capable of appropriate communication suited to a distance up to a reception device. <P>SOLUTION: A transmitter for transmitting an optical signal corresponding to data modulates an optical signal to the intensity corresponding to a distance to deliver the data and outputs an optical signal modulated to the intensity.
