<P>PROBLEM TO BE SOLVED: To provide a method for evaluating a developer for an electrostatic charge image capable of highly accurately evaluating a developer charging property with fluidity of the developer taken into consideration. <P>SOLUTION: For a developer supported on a developing roller that has a magnet in its inside, the thickness of a developer layer is regulated by a plate-like regulating member. Then, the developer in the regulated developer layer is sucked to measure a charge amount Q of the developer by the sucked charge amount, and a conveying amount W of the developer is measured by the amount of the sucked developer.
