<P>PROBLEM TO BE SOLVED: To provide a technique for improving a reception success rate in notifying a portable terminal of emergency disaster information from a mobile communication network. <P>SOLUTION: The radio communication system includes a base station and a portable terminal. The base station divides data of emergency disaster messages to be distributed to the portable terminal into a plurality of portions, calculates a parity to the divided data and distributes the data and the parity to the portable terminal.
