<P>PROBLEM TO BE SOLVED: To provide a planar light-emitting device capable of equalizing its luminance. <P>SOLUTION: The planar light-emitting device 101 includes a light source 2, a sheet-shaped light guide body 3 with light from the light source 2 introduced in a plane direction, and a low-refractive-index layer 104 wherein a refractive index is lower than that of the light guide body 3. The low-refractive-index layer 104 is only formed on a partial region A1 of the light guide body 3. At least a part of a region A2 of the light guide body 3 where the low-refractive-index layer 104 is not formed exists at a position separated from the light source 2 in comparison with the region A1 where the low-refractive-index layer 104 is formed.
