<P>PROBLEM TO BE SOLVED: To reduce a delay in execution of high-priority processing when multiple state changes occur. <P>SOLUTION: A system includes: multiple devices subject to state monitoring; multiple low-order servers for receiving state information of devices from the devices; and a high-order server for receiving the state information from the multiple low-order servers. When determines that a state of the device subject to state monitoring changes, based on changes in a content of the state information received from the device or in a received volume of the state information, each of the low-order servers stops transmitting the state information to the high-order server and retains the state information. The high-order server determines that the state of the device subject to state monitoring changes, based on the change in the received volume of the state information received from the multiple low-order servers, and transmits a query request to at least one of the low-order servers.
