PURPOSE: A flame-retarding coating agent composition for foaming polystyrene resin, a manufacturing method thereof, and a flame-retarding polystyrene foam including thereof are provided to facilitate welding in bulk molding of polystyrene particle and enhance adiabatic efficiency. CONSTITUTION: A manufacturing method of flame-retarding coating agent composition comprises the following steps: dispersion by mixing inorganic retardant and thickening agent with water; stirring the outcome after adding silane acid or base catalyst to the solution; stirring the outcome after adding colloidal silica to the solution; stirring after adding inorganic filler which includes flame-retardant adjuvant to the solution; stirring after adding thermoplastic resin or thermosetting to the solution; and stirring after adding antifoaming agent or de-aerating agent to the solution.
