PURPOSE: A smart traffic signal controlling apparatus and a method thereof are provided to construct an intelligent traffic system without installing a vehicle sensor. CONSTITUTION: A smart phone(100) receives traffic information matched with personal information. A vehicle node(200) transmits location information, vehicle destination information, and quantity information(300). A smart signal control node(400) supplies traffic signal information to a traffic signal terminal(500). The traffic signal terminal converts a conversion period of a traffic signal according to the control of the smart signal control node.
