PURPOSE: An electronic paper panel display control method and an apparatus thereof are provided to only arrange a conductive electrode layer on a lower side and an electronic ink layer, thereby improving transparency of a display surface. CONSTITUTION: A signal generator(220) arranges an N×M shape corresponding to a plurality of cells. The signal generator comprises an electrode plate array structure which is connected to a scan driver and a data driver in the inside. The signal generator simultaneously displays a target image on an electronic paper panel. The electronic paper panel(210) arranges a conductive electrode layer on a lower side and an electronic ink layer with N×M shaped cells. A transparent insulating layer(216) is arranged on the electronic ink layer in order to prevent electronic ink loss due to friction.
