PURPOSE: A paper tube lining method and an apparatus thereof are provided to remove a sealing member because pressurizing fluid is not leaked out from a connection part between a paper tube lining material and a head collar, thereby the paper tube can lining with cheap paper tube lining material. CONSTITUTION: A paper tube lining method is as follows. A paper tube lining material(1) is set to a head collar(70) and has a flange(3) forming in one end of a tube-shaped resin absorbing material(2). The head collar has a curved part(71a) and a cylindrical part(72b). The external diameter of the cylindrical part is smaller than the inside diameter of the flange. A ring-shaped expandable element(80) is mounted on the exterior of the cylindrical part of the head collar. By expanding the expandable element, the exterior of the expandable element is closed to the interior of the flange and the interior of the expandable element is closed to the exterior of the cylindrical part of the head collar in order to connect the paper tube lining material and the head collar airtightly.
